Civilized Sectors

Underlying Principle

Personal liberty is the greatest good and all citizens have complete autonomy to the extent that their choices do not impinge upon the liberty of other intelligent beings (citizen or not)

Requirements and Responsibilities of Citizens

All citizens of the civilized sectors must be registered with the Central Bureaucracy and assigned to a member culture for the purposes of census-taking and guaranteed housing

Civilized Sectors Government: The Central Bureaucracy

Citizen representatives are chosen by member cultures as those polities deem best, whether through elections, appointments, hereditary inheritance, etc. Representatives vote on major issues and determine the shape of the Civilized Sectors’ governing documents, but day-to-day administration of the Central Bureaucracy is handled by Artificially Intelligent Citizens

Extraordinary Service

There is no compulsory military or governmental service for citizens, although volunteer positions in government agencies such as First Contact are highly sought-after means of establishing reputations among the more competitive citizens

Criminal Law

Violations of the laws of the Civilized Sectors, especially actions that impinge on other citizens’ personal liberty, are dealt with by the Enforcers of Civilization. This law enforcement agency will take violators into custody and, upon conviction in AI courts, upload their consciousnesses into virtual prisons for rehabilitation and eventual reintegration into society. In extreme cases – e.g., genocide, recidivism – law breakers may be exiled from the Civilized Sectors

Goods and Services

All citizens are guaranteed access to housing, food, and most typical goods common in TL4 civilizations. Access to TL5 artifacts and special services is approved on a case-by-case basis by the Central Bureaucracy based on the reputation and character of the citizen in question
